That last bit is always true.
If you upload something, the website immediately reserves a spot for it (with a number) even though its still in the queue
I think they did that intentionally so people can't upload the same post like 10 times

No I tried uploading it 3 different times. Each time I had to save it as a new file. In fact when I tried uploading the same file the first two times, it said that the submission already exists and directed me to a dead link. I don't get it.

You know...I have nothing against Joe or his art. Frankly I think it's quite good. However I think it's a tad unfair how mods can simply approve their own submissions. Meanwhile other people's submissions (like mine) get denied with no explanation whatsoever as to why it was denied. :/
