the pictures appear on the page in the order they were uploaded originally, not in the order they were approved by the moderators. All the images go into one queue that is then viewed by the moderation team in random order of 5 images at a time. the 5 pictures then reshuffle with every picture approved or denied, so images will end up being approved at different times than what they were uploaded. Often times as a result images that were uploaded after other images will end up getting approved first, and then appearing first on the pages. As there can be as many as 500+ images in the queue waiting to be moderated, some images may take a while to go through the approval process. Think days to even a week at times when this happens and depending on how quickly new pictures are pouring in. The pictures only seem to move around on the main pages because newer images are appearing both in front of and behind those images from the approval process, but the images themselves are all displayed in the chronological order that they were first uploaded from the users.
I hope that clears up some of the confusion a bit. If pictures are appearing on the main page shortly after they are uploaded, it probably just means there are few pictures in the queue at the time, and all the newest uploads are appearing for approval faster.
