Not that it necessarily makes a difference in a fan picture, but given that she seems to be holding Vegito, I wouldn't think it would be girl Goku or Vegeta.
^ Gine makes the most sense in terms of design. Her hair seems kind of Goku-y, though. Maybe a Gine/Bardock fusion since she's holding a fusion character. *shrug*
....Annnnd according to reverse image search, we're both wrong. It is actually Sajren, someone's DBZ OC. Go figure. :p
