Commenting here, for lack of a better place-
While I really do agree with allowing all content, and restricting some of it with a tag, I can't help but feel that it will be impossible to manage. Obviously, all of us have different opinions of what "low" quality is, and what "medium/high" quality is. Take this image for example- it's tagged as low quality. And my opinion completely aside, it probably would have made it to the site without the new 'rule'. Again, I agree with the idea, but with different opinions for everyone, I see no way to effectively manage the different flags.

(cont.) If this is "low" quality, but yet higher quality than some of the stuff already on the site, I think it's clear that some general guidelines for determining the actual quality would be needed.
Something else I think is important to note is all the images already on the site. Unless I'm missing something, there's no way for normal users to change flags. I agree with this, but is it reasonable for the mods to go through every single image to determine it's quality, on top of the fact that each mod certainly has a slightly different view of that anyway?

(cont3.) Just so everyone knows, I'm not complaining. Just sharing my opinions and questions about the new flags. I'd really appreciate seeing some other opinions on this.
(I split my comment into three parts, so it would be less of a wall of text.)

"low" or "high" depend on each wiewer... For my part I would say this is a medium quality image, low would be really bad. Here we can see the Giantess and the city, even with a shadow behind. It's not perfect but it's far from ugly ! I disagree with the quality rule system. When I browse through the pictures, I find some that I like and some that I don't, and my judgment is not really related to quality, but to the idea and how the scene works. I'd say that quality flags are somehow a waste of time, but that's my opinion :)
