True the legs aren't great but compared to the rest of her body, the collage is alright, however the image has additional redeeming qualities like the destruction clouds at her feet.
That and the lighting on her body helping her image blend with the background, it just about outweighs the slight bad aspect in this collage.
So yes, ignoring the slight leg issue personally I'd class this as a passable low quality image too.
