I believe (from my knowledge of the Internet and past college experiences of technology) everything has a code. Every picture, every letter typed, everything. I bet the system uses a code reader. If the code for two pictures are the same, then it will say "Duplicate". If the picture is a different size or different code (somehow) it won't see the duplicate. It is not a scanner, it's all about code.
How long has the system been the same? How many pictures were there to begin with?
