According to the comments by by the uploader on DA (benkokitsune) the artist in question wants to remain anonymous. This is almost certainly Pogojo's work.
It is pogojo's. This was a private commission he did for the owner of the character. I had received a file of it myself and was asked not to post it, so either Tinyman76 posted it with/without permission or pogojo posted it somewhere.
