I´m pretty sure Uru is japanese (although his english is pretty good considering that his works have an official translator, you can find his Skype on his blog and text him) and they do have a law that says you have to censor anything sexual that shows genitalia, though it is not specified in what way.
So there´s actually japanese artists who do follow it (apparently everyone does), but they censor it in a way that still shows everything, like putting in two white bars around the edge of the foreskin when drawing an erect penis. It´s still the same but passes as censored
