Some stuff gets water to steam like that even when it's not hot, tomatoe soup is a good example, not sure if any teas do that.
From the gentle smile on that giant and the fact they look like they are angled more or less like they jumped/dived, I would be reluctant to call this a depiction of cruelty. Just me though.
