Yeah there is a giantess later on. I'm REALLY curious what this story is even about. It sort of seems like some experiment or something with tiny people conducted by human scientists (which are the giants here and seem to be all evil).

It's from a manga called Bye Bye Peter Pan. It's about a society that people are kept shrunk until they come of age for the sake of weeding out criminal behavior. Those that do exhibit even some deviant behavior are brutally killed. They even have human sized mecha for the kids to fight in.
