Maybe you should go to the button filters so the site shows you both low and medium quality pictures. Maybe that pic has been labeled as either and that's why you can't see it.
The other option is, of course, that it hasn't been approved yet. Like I said, many of us are struggling while trying to approve as many pictures as possible around here. And yes, it means there are weeks old pictures still waiting for approval. As one of the moderators around, I apologize for that.
Last option is that it has been 'deleted'. I type 'deleted' because it's more like sending them to the recycle bin, and only admins can see them and delete them for real, so it's like when it hasn't been approved yet: it exists even if it isn't shown. But for that, you have to check with the admins.
