Japanese laws against obscenity. I don't remember a lot of the specifics, but iirc it's quite literally against the law for someone living in Japan to make "obscene" images without censoring it to some degree. The small strips are basically some loophole or something to legally count as censored while still showing as much as possible.
I almost certainly got some details about it wrong, but that's the gist of it.
