I really don't understand the point of partial censorship. Either censor it completely or don't censor it at all.

Some countries have a law that forbids showing genitals even in porn (Japan for example) and a lot of websites in these countries will abide by that.
The partial censorship is basically a workaround of this rule.
You still can show, what you want but it is technically censored
