Can confirm. There's a single URL that holds the images in the approval queue, and each time you visit it'll serve you 30 images at random. Each image is also assigned a post ID even before it gets approved, so there's no way to alter that. I think posting comments, or maybe only moderator comments, or maybe adjusting the tags causes posts to get bumped to the front, or maybe that's just how it *used* to work? ¯\_(ツ)_/¯
