I want to say the artstyle looks very familiar, but reverse Google has no results other than just other boards where the image was shared

I am pretty sure it's Manzi, fits to a T.
When looking for a gallery of sorts of Manzi, I find very little of their art available online. Most likely Manzi removed a lot of public art, or a lot of art is made specifically on commision basis (magazines, like Melonbooks and I-Raf-You)
Long story short, there's so little art available of Manzi online now, I believe most of it just hidden

(As Zephyr said, Hakuto's art is pretty much similar, plenty of galleries online where Hakuto's and Manzi's art is thrown on one pile)
