The fast approval maybe depends on the mods preferences, (for example furry or something) or it's a certain artist they like.

Judging by the abundance of tags on this image, it's likely one of the few that actually got uploaded with premade tags from the uploader.
Meaning all a mod has to do is click approve rather than type out at least 6 descriptive & fitting tags for the hundreds of images that arrive blank.

End of the day can't speak for the others, but I think Images that come preloaded with tags will be faster and preferable to approve than those that are gonna need manual tagging on my part.

Also helps that Flying_Waffle is approver and uploader, so he knows that when he uploads something, it's in the queue

So there are criteria beyond upload time and a random selection presented for approval which influences in what order things are approved, and being able to approve one's own uploads is definitely not a random result.
