Knew I'd seen this image before.
As far as I can tell, this is a colour edit of a sketch from a 4chan drawthread. It's not Kefla, but rather Giganta, a DC character, drawn as a Super Saiyan 4 for... some reason. The guy in the lower-middle of the frame is Superman.
