The city had plenty to draw in visitors with but the tourist board wanted more. That's when they decided to enlarge a super-model as a form of mascot. However, there was a mix-up with the dosages and their mascot ended up being a lot bigger than they'd planned. The board decided that this could work to their advantage and ordered some larger clothing for her.
At first the giantess mascot behaved, she spent most of her time lounging in the bay and playing with the boats as if they were bath toys. Things turned sour though when she started to get bored. She soon realised that at her size she could have some fun and no one could stop her - and she was just about the right size to have some fun with the city's many towers.
It was when the tourist board watched a storm of military fire bounce harmless of her skin whilst she climaxed that they realised they hadn't created a mascot - they'd created an empress.
The board were quick to capitalise on the situation though and cooked up a new slogan: "Come visit us, or she'll come visit you."
Meta: I love this image of Yoko but it so hard to find a background to work with it given its weird mix of lighting, lots of contact between her and a surface plus the angle. I think what I found works but its not great.
