Because they're physical and not many are printed. There are reasons that this may not be able to be reprinted. Largely because it was created in the 80s/90s it seems, and the original printing files may not be around anymore or may not be updated for newer mass printing technology. Just like any comic. If they do get what it takes to reprint it, the original print will still be expensive because it's a rarity. There were only so many made. That's just how comics generally are and why there's a collecting aspect to it in the first place.

I'm doing some digging and it's looking like it was made in egypt so the likelihood of finding it is low. I think it's for the same reason that people make reasons that, while they may not be realistic, they allow for a general fantastical amount of "reasoning" when it comes to why a person has shrunken or grown. Some people do it for story purposes, other people just basically say "oh well it's because she's a super villain demoness" and so on. I mean, it's silly, the organ removal thing, but it's just something to shrug at more than anything else. For the same reason that the original poster said "that's not how it works" before the "reasoning" behind it came to light. TL;DR, it's a double edged sword and you can't win either way.
