Kinda found the source. Did a reverse search with google and found a blog that has this picture and a few others in a post titled "Fake Movie Posters". The post mentioned they were from Giantess.com but not the actual maker.

Mind if I ask something kinda off topic? I've noticed that there are about three or four different tags for when there are more than one giantess in a picture. Is there anyway to determine which is the correct tag to use and use that one only. I don't mean to be rude, It just seems odd to me to have "Giantesses", "Multiple Giantesses" and I think "multiple giantess" was used at one point to describe the same thing.

Personally, I think you are thinking things a little too much. With pictures like this and this site for that matter, it's one of those things that you shut your brain down and just go with it. Yeah in context of the story it's off setting, but it's a fan work so almost anything goes. As long as you can separate that this is fan work from the actual movie and merchandise such you've got nothing to be concerned with. Besides, am I the only one that thinks that the animators were channeling the moves of Jessica Rabbit when they were doing Elsa's moves at the end of "Let It Go". Trust me, this is tame compared to what likely exists for both of these characters or any of the Disney characters in general. I could elaborate but I am not going to.

Funny thing is too, the Professor's name is Amy Zonn. If I recall, there is a story on Giantess world by the same title by the same author as Janice in the City.

I actually found the "master" version of this image on danbooru. Basically it's this image without the city added to it. The anime is called " kimi ga aruji de shitsuji ga ore de" and the two women in the picture are Kuonji Shinra, the black haired one and the maid is Venis. It is Rei, Asuka and Shinji. I have seen this drawing before in color so this must be the line-art of it. It's is supposedly based on a fan fiction where Rei and Asuka turn into amazons or mini-giantesses.
