I do believe he said "english please", which is a request to the community to provide a translation. That is him trying to find someone willing to (notice here that it is not "too").
2) "Be grateful"
I do believe he said "english please". Notice the please. It is a request, not a demand.
3) "if you want one translate it"
If he could translate it himself, he would not need a translation.
I think the confusion here is you believe he was asking the artist to translate his work. You fail to see that this comments section would suffice enough to post a translation.
"I translated things in the past"- You have just proven that you are very capable of providing a translation for this image. But instead of helping a fellow macrophilian or just leaving it be, you just had to be, as Oktober put it, "disk-ish".
So I'll do my best to translate it. Keep in mind that I am not fluent in Japanese, in fact very much a beginner. And I'm not into the Touhou series, so I'll probably miss any jokes/sayings/whatever that have to do with it.
